This is Fortune Red. On June 10, 2009, I found him in The Royal Courtyard in Disneyland's New Orleans Square, across from Cafe Orleans.

From what I can come up with, his name is Fortune Red and he resides in the Pieces of Eight gift shop in New Orleans Square of Disneyland.
