I am going to guess these guys come out of the clock tower on the It's a Small World building.

That is the Small World Drum Core, which preforms every 15min with the children of the world.

Specifically these guys are on the Clock at "it's an ear worm.... er... it's a small world" and are seen only every 15 minutes.
