Answer:
This man, made out of Legos®, is on a bench next to the Lego® store in Downtown Disney. Judging by his feet, it would appear people are taking him apart, piece by piece, for souvenirs. On a later visit, I noticed his feet had been rebuilt.

I have been informed that this man has a twin at the Walt Disney World Downtown Disney Lego® store as well.

He used to be seen at the Lego store at DTD at Walt Disney World, but I did not see him the last time I was there.
