Answer:
This is Tow Mater's license plate. He and Lightning McQueen can be seen at a character meet and greet in California Adventure.

Oh, this picture is so unfair. I have not been to DL since Cars came out, so I don't know where to find this. All I can guess is that there is a Cars display, or store and this plate is on Mater?
-- LOL... By "Where would you find it", I meant that telling me which vehicle it's on is enough. And you got it right.
Also I've already explained where in the resort you can see it anyway. Remember? I already used Lightning McQueen for a mystery photo...
