Who is this? Where would you find him?

Answer:
This is Fortune Red. On June 10, 2009, I found him in The Royal Courtyard in Disneyland's New Orleans Square, across from Cafe Orleans.

From what I can come up with, his name is Fortune Red and he resides in the Pieces of Eight gift shop in New Orleans Square of Disneyland.

That's Fortune Red. He hangs around New Orleans Square, of course. When I saw him at WestFest 08, he was in the courtyard entrance to the Dream Suite. My pic of him taken May 4 2008 is:
