I am going to guess these guys come out of the clock tower on the It's a Small World building.

Specifically these guys are on the Clock at "it's an ear worm.... er... it's a small world" and are seen only every 15 minutes.

The drummers are part of the Clockworks that are on the outside of the ride that shall not be named.....in Fantasyland. John and I just noticed that it is, thankfully, going to be closed until fall '08.
