Total guess: A nice Halloween decoration near a tram loading area. I've never been there in October :( but it looks like part of a tram on the left side of the photo.
-- I thought about cropping the tram out, but eventually decided to leave it in as a clue.

Mickey and Minnie are located on the first turn as you leave the parking lot tram loading area by the Mickey and Friends parking structure.
