Answer:
This is part of the Finding Nemo Submarine Voyage in Disneyland's Tomorrowland. I know many people have not yet seen this since the ride reopened, but I figured the water would be a good clue.

Who is this? Do you notice anything a little unusual about this scene?

Answer:
This is Billy Hill & the Hillbillies (left to right: Kirk Wall [aka Billy Elvis], Dennis Fetchet [aka Billy Fiddle], John Marshall [aka Billy Bass], and John's brother, the now retired Evan Marshall [aka Billy Mandolin].) What's unusual about this scene is that they are outside. They usually perform in The Golden Horseshoe, but on this day they were in Critter Country as part of the celebration for the opening of The Many Adventures of Winnie the Pooh ride.
