Who is this? Where would you see them?

Answer:

This was kind of a trick question, because it dates back several years. This is part of the cast of The Power of Blast!, the show that played in California Adventure's Hyperion Theater before Disney's Aladdin - A Musical Spectacular replaced it. After each show was over, the cast exited the theater before the audience then continued to perform and mingle with the audience for a while outside. (Did you notice there is no Twilight Zone Tower of Terror™ in the picture?)

The entire Blast! show is available on DVD, if you're interested. The DVD's run time is 115 minutes. The Power of Blast! show that performed in California Adventure was a shortened version of it, lasting approximately 30 minutes.
