Answer:
I love it when I learn something here... Kirby's response was much better than what I'd already prepared ahead of time, so I'll use that as the answer for this Mystery Photo. He said: "This is a lighting fixture in Tomorrowland on the edge of what used to be Cosmic Waves. (The circular area in front of the Moonliner and Honey I Shrunk the Audience and Space Mountain) I think the fountains were turned off in Cosmic Waves years ago."

I had no idea the area once had a name! And one of my favorite reference sites (yesterland.com) also fails to mention it. But a search on Google turned up this page.

According to that page, Cosmic Waves opened in 1998 and shut down in 2002. It didn't completely shut down, though. The giant water-suspended marble is still there in the middle of the springy cork ground surrounding it. This past weekend I dug through several thousand of my own photos trying to find a forgotten shot of Cosmic Waves in action, but I came up empty. The closest I could find are the bottom two photos on this page, dated August 28, 2002. And, according to those pictures it looks like the light fixtures have changed colors in the past six or seven years, too.

This light post is located in the center of Tomorrowland where the rolling ball of granite is. It is between the gift shop at the end of Star Tours, Honey I Shrunk the Audience, the entrance to Space Mountain and the Innoventions building.
