The Post Office Boxes are in the Post Office in Mickey's ToonTown.

I have video from Nov 9, 2002 where I was playing around with the post office boxes. Twist the knob under the box and you get a short audio message from the box owner.

Those are the mailboxes for the characters in Toon Town City Hall.

The Gag-O-Matic is in the Gag Factory shop in Toontown.

I have a short video of the Gag-O-Matic taken in 2002 on Google Video
-- Unfortunately, I don't think the Gag-O-Matic moves any more. I don't remember it doing anything when we were there and a quick search on Google finds a report on MousePlanet.com from January 24, 2005 that says: "Rumor has it that the Gag-O-Matic machine in the Gag Factory in Toontown will not be fixed. The machine has been broken for over a year and has been deemed too expensive to fix."
