This looks to be the wall near the pier as you walk down from Ariel's Grotto towards California Screamin'.

That is a sign for the McDonalds in DCA, next to Mulholland Madness.
-- So close. But you went to the wrong end of the pier.

Answer:
This is in the Bay Area part of California Adventure's Golden State section. This entire row of houses is actually a false front on the side of a single building. It once housed an arcade, but it hasn't been used for anything for a couple years now.
