This is on the front of Lafitte's Tavern at Pirate Point on Pirate's Lair on Tom Sawyer Island.

These lights are in the landscaping around the New Orleans Square train station.

That's a light fixture found between the Esplanade and Downtown Disney.
-- That isn't where I took the picture, but you sound pretty sure, and I can't say with any certainty that there are no similar ones there... I'll have to check that next time I go there.

I am guessing that these "flowers" are located in the landscaped area in front of the Train Station in New Orleans Square.
