The Post Office Boxes are in the Post Office in Mickey's ToonTown.

I have video from Nov 9, 2002 where I was playing around with the post office boxes. Twist the knob under the box and you get a short audio message from the box owner.

Those are the mailboxes for the characters in Toon Town City Hall.

This is Tangaroa-Ru, the Goddess of the East Wind, located in the lanai (patio) of the entrance to the Tiki Room.
