This fountain is in front of Rancho del Zocalo Restaurante in Disneyland's Frontierland.

Answer:
This is the top of Maliboomer on California Adventure's Paradise Pier. To get this picture, I was in one of the red (non-swinging) gondolas at the top of the 150-foot tall Sun Wheel.
