Never noticed this either, but since I live close to the bay area, and there is a section in DCA that is designed like the bay area, and since we have seals in the bay area, I will guess it in DCA and somewhere in the Golden State section.

Great pic, never seen this before, or if I did, I did not notice, but it looks like it could fit in somwhere near the Mark Twain Riverboat.

I am going to guess that these posters are located at the boarding area to the Mark Twain and Columbia ships in Frontierland.
