This is Hopper, by the entrance to California Adventure's It's Tough to Be a Bug! theater.

This statue of Hopper is in Bountiful Valley Farm close to the entrance of "It's Tough to Be a Bug!" in Disney's California Adventure.

He is NOT in "a bug's land", but rather on the way you would walk to get to "a bug's land".
-- Disney would apparently disagree with you. I hadn't even thought about what area it was in, so I just looked it up and on their web site they list it as being in "a bug's land". Personally, I would be more inclined to agree with you, though.

Answer:
This scene is in Disneyland's Splash Mountain, as you would see it from the Disneyland Railroad when it passes through the tunnel in Critter Country. These animatronic characters were originally used in Tomorrowland's America Sings attraction.
