We don't know if that thing has a specific name but it's the checkout area of the Gag Factory - Toontown Five & Dime gift shop.

I have a short video of the Gag-O-Matic taken in 2002 on Google Video
-- Unfortunately, I don't think the Gag-O-Matic moves any more. I don't remember it doing anything when we were there and a quick search on Google finds a report on MousePlanet.com from January 24, 2005 that says: "Rumor has it that the Gag-O-Matic machine in the Gag Factory in Toontown will not be fixed. The machine has been broken for over a year and has been deemed too expensive to fix."
