What is this and where is it located?

Answer:
This is one of the paddlewheel motors on the Mark Twain Riverboat.

The responses I received were:

Richard Blythe
The engine of the Mark Twain.

Tim & Malinda
Part of the steam engine of the Mark Twain Riverboat.
